There's tons of room for improvement.
The art was drawn very well, I can't think of any flaws in the art aspect. In the animation aspect, however, I can't say this succeeded here. The fact this was comprised entirely of motion tweens really let this down.
I'm not saying not to motion tween, but if you rely on it too much, it gives out a broken and disoriented vibe. If you're looking to animate a dance, then by all means, frame-by-frame animation would definitely suit this better.
The problem here is the lack of easing. There's no noticeable tween easing in this loop; if you did put easing, then apparently you need to put more. I think the best way to give an example of this was when her feet hit the ground - the entire dance makes it look like she's floating rather than interacting with the environment. Frame-by-frame animation or easing could easily fix a minor flaw like this.
Also when watching this repeatedly I can't help but notice that the tweens between her arm and shoulder don't even fit. You can easily see this by reviewing it frame-by-frame.
I am not leaving these reviews to be mean, but only to help.
